A noisy study corner at Toa Payoh has been successfully transformed into a community library, resolving noise complaints from residents.
A once-noisy void deck in Toa Payoh is now a converted library of silence and learning, thanks to the innovative repurposing by Bishan-Toa Payoh Town Council (BTPTC). Following persistent disturbances reported by residents due to the misuse of a study corner at Block 101B Lorong 2 Toa Payoh, a gated community library now stands in its place, signifying peace and quiet.
The transformation was a concerted effort initiated in February 2022, involving BTPTC, Toa Payoh Neighbourhood Police Centre, and Toa Payoh Central Zone 4 Residents Network. Despite regular police patrols and the installation of CCTV cameras proving ineffectual, the innovative switch to a community library has made a significant impact. Speaking on the effectiveness of this measure, Patrick Chow of BTPTC remarked, The library’s presence created the public impression that one had to keep quiet.
The establishment of the community library not only resolved the immediate noise issue but also stands as a testament to the useful role of such facilities in promoting the community spirit of our living spaces. Residents are now enjoying the dual benefits of a peaceful environment and access to a wealth of knowledge within their neighbourhood.
