Residents in Tampines HDB Flats Report Ceiling Leaks and Mould During Solar Panel Installations

Tampines residents, including Mr. David Mohan, have expressed concerns over ceiling leaks and mould growth in their HDB flats during the installation of solar panels. Mr. Mohan, a retiree living on the top floor of an HDB block on Tampines Street 21, described the distress of dealing with water dripping from his kitchen ceiling continuously during heavy rainfall. He shared, “It was like raining in my house.” The leaks began when solar panels were being installed on the rooftop of his block, raising uncertainties about the cause.

Three other residents residing on the top floors of various blocks in the area also encountered similar issues of leaks, mould growth, and water patches as the solar panel installations progressed. The Housing and Development Board (HDB) responded, acknowledging that inspections by the solar panel installation contractor had detected ceiling cracks and leaks before the installation started. HDB clarified that contractors are not allowed to drill or puncture HDB block rooftops during solar panel installations. Instead, solar panels must be secured by concrete ballasts on felt pads to prevent water leakage.

Amidst ongoing installation work in the Tampines HDB estate, residents of Block 256 highlighted concerns, with one resident noting the appearance of “patches” on the kitchen ceiling and malfunctioning appliances. Another resident reported mould growth in wardrobes and minor water leaks due to the installation activities. HDB emphasized that there is no significant link between solar panel installations and an increase in ceiling leaks based on past experience.

Residents also raised concerns about the duration and inconveniences caused by the prolonged installation process. HDB clarified that delays in completing the installation were attributed to a sub-contractor having issues securing required materials, leading to a longer timeline for system activation.

The SolarNova program aims to enhance sustainability by installing solar panels on HDB block rooftops, providing renewable energy for common services within the estates. Despite the challenges experienced by residents during the installation process, HDB and its contractors continue to work towards resolving issues and ensuring the completion of the solar panel installations.
