New BTO Priority Access Scheme in 2025: Boosting Family Proximity Living

Singapore to Introduce BTO Priority Access Scheme for Singles Under Family Care Scheme 2025

The Ministry of National Development (MND) and the Housing and Development Board (HDB) have announced the implementation of a new Family Care Scheme (FCS) that will grant priority access to singles applying for new Build-To-Order (BTO) flats to live with or near their parents. This initiative is intended to strengthen intergenerational family support by promoting proximity living between parents and children.

Minister for National Development Desmond Lee highlighted the importance of the scheme for Singapore’s aging population, stating, “the government understands that more ageing parents may increasingly rely on their children for caregiving and support.”

The new Family Care Scheme (FCS) will replace the existing priority schemes and will offer priority access to all parents and their children, whether married or single, when applying for a new flat to live with or near each other. The scheme will be rolled out in two phases, with the FCS (Proximity) being implemented in mid-2025 and FCS (Joint Balloting) being introduced in end-2025. The latter will allow parents and their children to apply for two units in the same BTO project.

In addition, eligible first-timer singles can now apply for new 2-room Flexi flats across Standard, Plus, and Prime projects in all locations, offering them more options to choose from if they wish to buy a new flat to live near their parents.

Ministry of National Development (MND) and HDB stated, “More details about the FCS will be revealed closer to its implementation date in mid-2025.”

This Family Care Scheme (FCS) is a significant step toward promoting intergenerational family support and addressing the needs of Singapore’s aging population.
