HDB Launches 5,032 BTO Flats and 5,590 SBF Units in February 2025

The Housing Development Board (HDB) launched 5,032 Build-To-Order (BTO) flats on February 10, 2025. The flats are spread across five projects in Kallang/Whampoa, Queenstown, Yishun, and Woodlands.

Some units in this launch are part of the new Woodlands North Coast precinct, which is within walking distance to Singapore’s northern waterfront and Woodlands Checkpoint.

HDB is also offering 5,590 Sale of Balance (SBF) units islandwide, marking the largest SBF exercise to date. Forty percent of these SBF units are completed and ready for immediate occupancy. The remaining units will be completed between 2025 and 2028.

For the BTO projects, 80% have waiting times of four years or less. The 1,531 flats at Chencharu Vines and Chencharu Green in Yishun have the shortest waiting period at just over three years.

The projects follow HDB’s new flat classification system:

Standard Projects:

  • Chencharu Green (Yishun)
  • Chencharu Vines (Yishun)
  • Woodlands North Verge (Woodlands)

Plus Project:

  • Stirling Horizon (Queenstown)

Prime Project:

  • Tanjong Rhu Parc Front (Kallang/Whampoa)

Project Details:

Woodlands North Verge will feature six residential blocks ranging from 27 to 35 storeys. The development includes eating houses, a supermarket, a preschool, and a residents’ network centre. The roof gardens of multi-storey car parks will house playgrounds, fitness stations, and a hard court.

Chencharu Vines consists of seven residential blocks between 13 and 14 storeys. The project includes an eating house, supermarket, preschool, and residents’ network centre. A mixed-use Integrated Development with a bus interchange is planned nearby.

Stirling Horizon includes three residential blocks ranging from 35 to 47 storeys. The blocks are oriented north-south for natural ventilation. The development is a 10-minute walk from Queenstown MRT station. The completion time for these units is estimated at four years and seven months.

Tanjong Rhu Parc Front comprises six blocks, with one block containing 203 rental flats. The project includes a preschool on the first floor of the Multi-Storey Car Park.

First-timer singles can apply for 2,759 2-room Flexi flats available in both the BTO and SBF exercises.

Applications close at 11:59 PM on February 17 on the HDB Flat Portal. HDB has set aside 95% of Standard flat units for first-timer families.
