Megan Khung, a four-year-old girl, died after suffering physical and emotional abuse by her mother, Foo Li Ping, 29, and her mother’s boyfriend, Wong Shi Xiang, 38. The couple pleaded guilty to charges related to Megan’s death at the High Court on February 28, 2025.
Megan was born in October 2015 to Foo and Khung Wei Nan, 37, a businessman and content creator. After their relationship ended, Foo and Megan lived with Foo’s mother. Megan attended a pre-school for children from disadvantaged backgrounds in 2017.
Foo began a relationship with Wong in 2018. She moved in with him at a condominium in Suites @ Guillemard in January 2019, while Megan initially stayed with her grandmother, visiting the couple on weekends.
The abuse started when Megan was three years old. Between late February and early March 2019, the couple caned Megan for urinating on furniture. Pre-school staff noticed bruises on her body. When confronted, Foo claimed Megan fell while cycling. Foo withdrew Megan from pre-school on September 17, 2019, after staff warned that abuse would be reported.
From September 2019, Megan lived with the couple and faced increased abuse. Wong caned her at least once weekly, sometimes slapping and punching her. Foo participated in the caning. Wong taught Foo how to cause pain without leaving visible marks.
Nouvelle Chua Ruoshi, 35, a friend who used drugs with the couple, recorded some abuse incidents but did not intervene.
The abuse grew more severe. In November 2019, Foo forced Megan to wear a soiled diaper on her head. Wong recorded her eating from a dustbin, shaved her head, and drew on her face. From January 2020, the couple restricted Megan’s food intake based on Wong’s mood. They forced her to be naked at home and made her sleep in a 3m by 1m planter box outside the bedroom.
On February 21, 2020, Megan received no meals. That night, Wong punched her stomach, causing her to hit a wall. After midnight, Chua saw Megan in pain but the three adults ignored her while taking drugs. Hours later, they found her unresponsive.
Instead of calling an ambulance, they attempted amateur resuscitation methods, including using metal chopsticks connected to electricity and blowing drug smoke into her mouth. A forensic pathologist later determined Megan likely died from blood infection due to ruptured internal organs or abdominal bleeding.
The trio left the apartment on February 23, 2020, staying in hotels until June. Wong wrapped Megan’s body in a blanket and plastic film, placed it in a box, and sealed it with cement. Between April and May 2020, Wong researched corpse incineration and ordered a custom metal barrel.
On May 8, 2020, they burned Megan’s body in the barrel at a workshop in Ubi. Wong scattered the ashes into the sea at East Coast Park and discarded the barrel.
On July 20, 2020, Megan’s father reported concerns about her whereabouts. He last saw her in February 2017 before his incarceration at a drug rehabilitation center. Police arrested Foo, Wong, and Chua on July 24, 2020, finding drug paraphernalia in the condo.
Prosecutors requested 15-20 years’ jail for Foo and 28-30 years’ jail with 15-17 cane strokes for Wong. Foo’s lawyers asked for a maximum 11-year sentence, citing her history of abusive relationships. Wong’s lawyer requested 20-22 years’ jail with 11 cane strokes.
Foo and Wong will be sentenced on April 3, 2025. Chua’s case remains pending.
