In a notable shift from the existing policy, students aiming to secure a place in junior colleges (JCs) in Singapore will now only need to focus on five O-level subjects instead of the previous six. The Ministry of Education (MOE) announced that this change in admission criteria will take effect from 2028. According to the ministry, the new requirement mandates that students obtain 16 points or less across five subjects to qualify for JC admission.
The current JC admission criteria, known as L1R5, has been in place since 1989 and has required students to achieve a score of 20 or below across six O-level subjects for JC eligibility. However, with the introduction of L1R4, students will now only need 16 points or less across five subjects for admission.
Education Minister Chan Chun Sing highlighted the significance of this change during the Committee of Supply debate on the ministry’s budget. He emphasized that the revised criteria would allow students more flexibility to focus on their strengths and interests:
“They will thus be able to devote more time and effort to pursue their interests, deepen their communication and collaboration skills through CCAs, and uncover new strengths through school programmes.”
Additionally, there will be a reduction in the cap for bonus points from four to three for both JC and Millennia Institute (MI) admissions. For students interested in MI, the admission threshold will remain at 20 points under L1R4 but will need to include at least one humanities subject and one science or mathematics subject.
While the new criteria aim to provide students with more opportunities to develop holistically, Minister Chan emphasized that the eligibility requirements for JC admission have not been relaxed. He reiterated that students enrolling in JCs will still be required to have a foundation in at least one humanities subject and one science or mathematics subject.
Moreover, as part of the JC Rejuvenation Programme (JCRP), four more JCs – Anglo-Chinese, Catholic, National, and Victoria – will be included in the second phase of the initiative. The program, which aims to upgrade JCs by enhancing facilities and developing niche programs, is expected to be completed by January 2028.
The revamp in JC admission criteria, coupled with the ongoing JC Rejuvenation Programme, underscores Singapore’s commitment to providing students with a more well-rounded and enriching educational experience.
