Minister for Digital Development and Information Josephine Teo will lead the PAP team in Jalan Besar GRC for the 2025 General Election, with new face Shawn Loh joining the four-member slate.
Mr Loh, 38, is a former director at the Ministry of Finance and is currently deputy group managing director at food and beverage investment firm Commonwealth Capital Group. He brings both public and private sector experience, which Mrs Teo said makes him a valuable addition to the team.
Announcing the team at a press conference on April 16, Mrs Teo said the team’s five-year masterplan remains relevant amid global uncertainties like US tariffs and shifting geopolitical trends.
“We are in a period of profound change, and that impacts how we prioritise our work for residents,” she said.
Mr Loh takes over the Whampoa ward from veteran MP Heng Chee How, who is stepping down after 24 years. Mr Heng was also Central District Mayor from 2001 to 2006.
Mrs Teo thanked Mr Heng for his long service and said Mr Loh had “very big shoes to fill”. Mr Heng, in turn, expressed confidence in his successor, saying: “In Shawn, I think we have found the person.”
Mrs Teo first entered politics in 2006 in Bishan-Toa Payoh GRC. In 2020, she moved to Jalan Besar GRC, joining Ms Denise Phua, Dr Wan Rizal, and Mr Heng to secure 65 per cent of the vote against People’s Voice.
She currently oversees the Kreta Ayer-Kim Seng ward.
The new Jalan Besar team aims to continue its focus on local development and community care, guided by its track record and future plans.
With Heng Chee How’s retirement and Loh’s addition, the PAP slate is undergoing renewal while seeking to maintain continuity in leadership and grassroots engagement.
