NTUC Drives AI Readiness to Future-Proof Jobs in the AI Era

The National Trades Union Congress (NTUC) is prioritizing a strategy centered on Artificial Intelligence (AI) to ensure Singapore’s workforce remains competitive and resilient.

NTUC’s achievements and forward-looking strategies are detailed in a mid-term progress report, released on November 12, 2025. This report comes a day ahead of the NTUC Ordinary Delegates’ Conference (ODC) 2025 on November 13–14, 2025, where NTUC Secretary-General Ng Chee Meng is slated to present the labour movement’s progress since its National Delegates’ Conference in November 2023. This progress includes strengthening outreach, fostering innovation, and scaling efforts through Whole-of-Integrated NTUC (W.I.N) capabilities.

NTUC Secretary-General Ng Chee Meng added that NTUC is committed to leading Singapore’s workforce transformation by working closely with the government and employers.

Innovating and Uplifting Workers’ Jobs and Livelihoods in the AI Era

As AI fundamentally reshapes industries and job roles, NTUC is leaning forward with bold initiatives to convert AI-driven disruptions into tangible opportunities for workers. This includes the call to build an “AI-Ready SG” initiative and launching digital tools to equip the workforce with future-ready skills and personalized career support. This drive for innovation is central to NTUC’s strategy for expanding support in an AI-driven economy.

Enhanced, Personalised Support with the NTUC AI Career Coach (AICC)

Struggling to find the right course or tailoring your resume for every job? NTUC is leveraging generative AI to provide personalized career guidance through the AI Career Coach (AICC), a smart, self-help platform introduced in July 2025. The platform has already onboarded more than 3,500 users as of end-October 2025, particularly targeting PMEs and younger workers who prefer a self-help approach to navigating their next career move.

The AICC enhances how workers discover, prepare for, and connect to meaningful career opportunities, functioning as a one-stop career and skills platform: 

  • Smart Job Matching & Discovery:
    It aggregates job opportunities and upskilling courses, offering one-stop access to relevant career pathways. Users can utilize the Profiling Tool and Career Explorer to discover suitable career options and identify career pathways.
  • Personalised Guidance:
    The AI-powered chat offers real-time career advice, helping users pinpoint skills gaps and explore options to pivot into in-demand roles. Users receive course suggestions based on aspired roles, career interests, and skills in demand.
  • Essential Preparation Tools:
    Practical tools such as the AI Resume Builder to help refine resumes to align with job descriptions and Interview Simulation to provide interactive practice sessions to build confidence.

The AICC is accessible at aicareercoach.ntuc.org.sg, complementing the support available at e2i’s 27 physical touchpoints across Singapore.

Upskilling Workers with In-Demand AI Skills

To prepare workers for the future, NTUC LearningHub (NTUC LHUB) has responded to the changing skill demand. While foundational digital skills such as Data Analytics and Cybersecurity, were the focus between 2021 and 2023, demand has since shifted to AI-powered productivity and decision-making. Today, Generative AI, Data Storytelling, Analytics, and Microsoft Copilot are among the top five most-enrolled courses and skill areas.

These efforts are part of NTUC’s broader “AI-Ready SG” call, which urges workers to embrace self-initiated learning and employers to adopt AI responsibly by redesigning jobs and ensuring a just transition.

‘AI-Ready SG’: NTUC’s Call for a Just Transition

NTUC Secretary-General Ng Chee Meng has been a vocal champion for workers’ concerns, acknowledging the disruption that AI presents. He recently proposed in Parliament the setup of “AI-Ready SG”, a one-stop initiative designed to integrate existing resources from the Government and tripartite partners to ensure a just transition for the workforce.

What “AI-Ready SG” Means for Workers and Businesses:

  • For Workers: It provides clearer upskilling pathways that include AI-related skills and career navigation support, aiming to strengthen job security and enhance career prospects. Workers are urged to embrace three key mindsets: use AI tools to learn anytime/anywhere, leverage AI to stay curious, and embrace lifelong learning.
  • For Businesses: It offers resources to accelerate AI adoption, helping companies develop transformation roadmaps and implement productivity-enhancing projects. Employers are urged to adopt AI responsibly by redesigning jobs, upskilling workers, and ensuring a just transition where employees are fairly rewarded through productivity gains.

This initiative is built on NTUC’s Company Training Committee (CTC) framework, which drives meaningful AI adoption and transformation across sectors and is already yielding significant returns:

  • Better Wages and Pathways: Nearly 3,700 CTCs have been established. With $300 million in grant support, these projects are leading to an average wage increase of five per cent for benefiting workers.
  • Sector-Wide Benefits: Through Cluster CTCs and Queen Bee partnerships, transformation benefits—including skills training and better wages—are flowed down from industry leaders to workers in over 600 Small and Medium Enterprises (SMEs), potentially benefiting around 45,000 workers.

Securing the Future Through Collective Action

Ultimately, NTUC’s strategy—integrating digital tools like the AICC with the proven framework of the CTCs—is designed to convert the risks of AI disruption into sustainable opportunities for Singapore workers. As the Labour Movement continues its commitment to this work, the message to the workforce is clear: The resources are available and the onus is on every worker to engage with the training and career support provided to remain relevant and succeed in the AI era.
