A community cat known as “Xiao Hei” was discovered dead with a severe, deep gash at an industrial park in Woodlands on Tuesday, December 12, sparking concern over potential animal cruelty among local feeders.
The cat’s carcass, found at 17 Woodlands Link, reportedly showed a deep laceration on one of its hind legs, with what appeared to be entrails spilling out, according to social media posts shared by its feeder, Eileen Tan. Ms. Tan claimed in a Facebook group post that the cat was “slashed” by “evil individuals.”

However, the National Parks Board (NParks) has issued a statement urging the public not to speculate, confirming that current evidence does not suggest an intentional act of cruelty.

NParks: Carcass Found on Heavy Vehicle Road
In response to media queries, NParks Group Director for Enforcement and Investigation, Jessica Kwok, revealed that the agency received feedback on the incident on December 12.
“NParks has spoken to a witness and visited the incident site and understands that the carcass was first found in the middle of the road utilised by heavy vehicles,” Ms. Kwok stated. She added that “no evidence presented” to the agency currently indicates an intentional act of cruelty.
To determine the exact cause of death, a post-mortem examination is being carried out.
NParks emphasized the importance of objective evidence to facilitate a proper investigation. The agency is appealing to members of the public who may have information, particularly photographic or video evidence, to promptly report it via the NParks website or by calling the Animal Response Centre at 1800-476-1600.
“We urge the public not to speculate on the details of the case and allow investigations to run their proper course,” Ms. Kwok concluded.
