The Land Transport Authority (LTA) has stepped up its efforts against unsafe riding by seizing 900 non-compliant Active Mobility Devices (AMDs) in 2025. The action is part of ongoing enforcement to keep riders and the public safe. In a Facebook post on Friday, Jan 9, LTA said these measures “reflect its commitment to taking firm action against errant riders who flout safety regulations.”
December Enforcement Highlights
In December alone, LTA’s Active Mobility Enforcement Officer (AMEO) team detected more than 150 offences. The operations focused on known AMD hotspots, including Pasir Ris, Punggol, Sengkang, and Sembawang. As a result, 67 devices were impounded for failing to meet the authority’s safety standards.
Past Accidents and Safety Concerns
Active Mobility Devices have been under the spotlight after several serious incidents. In 2019, a 65-year-old cyclist died when a non-compliant e-scooter collided with her at Bedok. More recently, two teenagers were hospitalised in December 2025 after a collision with a car while riding Personal Mobility Devices.
Illegal AMDs also pose risks even when not in use. Fires involving AMDs have increased, according to Singapore Civil Defence Force (SCDF) figures, rising 21.8 per cent from 55 cases in 2023 to 67 in 2024. Acting Minister for Transport Jeffrey Siow noted in a parliamentary reply in November 2025 that “on average, 153 off-road accidents involving AMDs” occur each year, though the number may be underestimated as some incidents go unreported or are settled privately.
Public Reactions and Legal Consequences
The LTA’s enforcement announcement drew strong reactions online. Many praised the crackdown for improving safety, while others said stricter enforcement and more consistent measures were still needed. Under Singapore law, riders caught using illegal AMDs can face up to six months’ jail, a fine of S$10,000, or both. Repeat offenders risk fines up to S$20,000 and imprisonment up to 12 months.
